Institutional review boards (IRBs) are the bodies that must approve all proposed clinical research that involves human subjects. Should IRBs be required to have a member with expertise in medical ethics?

All federally funded clinical research or research on drugs that, if approved, will be regulated by the FDA must be listed with the NIH clinical trials registry before the research begins. The posting of trial outcomes to the registry is optional, and trials with positive outcomes are far more likely to be published in medical journals than those with negative, questionable, or nonsignificant outcomes. Federal regulations should be expanded to mandate that all trial outcomes be recorded in the registry.
